Can't add powerup

Free account. Should be able to add one Power-Up, right? I went to Power-Ups and selected Enabled

Thus spake Trello:

There are no Power-Ups enabled for this board. Get started with these great Power-Ups!

Then I went to Power-Ups, selected Automation, and clicked Add on the card repeater.

Thus spake Trello:

This board has reached its Power-Up limit. Upgrade to Business Class to enable additional Power-Ups

Ideas? I'm out of them.

@David Harper I'd recommend doing a screenshot or screencast using loom.com that shows the problem and submitting this question directly to trello at trello.com/contact rather than asking in the community, you should definitely be able to add one free power up if none are enabled.
