Can not add a member to the card unless they are workplace members?

I use to be able to add people to boards without adding to the workspace, has this feature changed?  I am not able to add someone to a board that is NOT on our workspace.

I'm wondering if perhaps this is related to the collaborator limit. Free Workspaces are limited to 10 collaborators, which include both Workspace members and guests. If that Workspace is free and already has 10 collaborators, then you won't be able to add someone who isn't already a member or an existing guest unless you either upgrade the Workspace or remove someone else.

I have been using trello for 8 years now daily. Its not letting me add anyone to the board. Permissions are set accurately and cant invite as guest. Says I need to add to workspace.
