Hi, Can students legally use the free tier of Trello to manage their homework/project work? If they do use it can they access their boards from school/college devices etc? or is there an educational tier that either they or their institution must pay for?

You can use if for anything, personal, college and commercial. There are no restrictions, its only restricted when you start adding users to multiple boards.
Forgot, the other thing is tell each user to set an account up, create a "team" of their name & board of "course module", then add you to their board ... then your using one or two boards of each students, instead of thirty students using thirty or sixty of your boards.
