Here is a question from a beginner:
If you have set up automated emails to a specific email address when certain conditions are met, and if the recipient of that email address has his/her email notifications settings set to 'Never', does that mean that the rule will be triggered but the email will not be received?

The contrary - the recipient will receive the Automation-powered email. Jira will still honor the user preference to not get regular Jira notifications (like Issue Updated events).
You can also test this yourself with a throwaway user 😉
