Can someone help me understand exactly what's happening on April 8th?

Is the following true?

Collaborator is either a Workspace Member or Guest. After April 8th, there's a limit of 10 Collaborators?

Are we able to do only 3 collaborators (per se), and unlimited people who can just view only?

Yes, if you make the board public (details here), then you can have unlimited viewers (anyone on the Internet). However, if you want to control access, then you would need to add those users explicitly as board members, and in that case they will count toward the 10-collaborator limit.
