If a company doesn't renew their organizational license, where does the information from the boards go?
Will users with access permission to the board from outside organizations still be able to view and edit? Or does the board get deleted?

Do you mean when downgrading from a paid plan?
Your Trello Workspace would be moved to a "free" plan in this instance. There are some limits with free plans...

@Ste Wright If I understood correctly, if we have less than 10 workspace members and X number of single-board guests, we'll still be under the free plan. Could you please confirm?

You can only have 10 collaborators in total in a Free plan from April 8th.
This includes all workspace members, guests, and pending invitations. So if you have 10 workspace members, you won't have any space for guests.
