Rich Text Editor

When creating a new board, it created a Next Gen version. I"m missing several options that I liked in the original. One is setting the Rich Text Editor option when writing in the Description area. I have read all the articles and this version doesn't provide the ability. How can this be set?

I struggled with the same thing then I figured out when in the backlog, click on a story and then on the right panel, click on the story number.  The story will be opened in a separate tab with the rich text editor available for the description.
