The requirement to become a silver solution partner is as follows: 

You need to have:

1 Atlassian Sales Professional Accreditations

1 Atlassian Technical Sales Professional Accredations

1 Atlassian Certified Individuals

If I recall correctly they can be the same person.

The last part is probably the most difficult as it requires someone with at least 2 certifications, and they are quite pricey and challenging if you're using the product suite for the first time. 

"CERTIFIED INDIVIDUAL

(PROGRAM REQUIREMENT)

An individual will be recognized as Certified after earning two certifications through Atlassian University. After passing the certification exams, individuals will have an understanding of how to configure, deploy and manage Atlassian tools for customers."
