There is no Workflows button in Project settings.

you are right : Next-Gen projects are specifically designed for easier project administration, and don't work like classic projects with schemes etc. On Next-Gen, you can directly create a status in your board, but you won't be able to have advanced configuration like post functions etc. You can have a look at the documentation here : https://support.atlassian.com/jira-software-cloud/docs/get-started-with-next-gen-projects/

What we have to understand here is all issue types in Next-gen projects follow the same workflow, and there is no sharing of workflows between projects as it is there in Classic projects. In addition to that, we have workflow rules as well to enhance the workflow.
