Trigger email again once incident is resolved

Once the ticket is resolved, and there's update in the description, is it possible to trigger the email again?

If I understand correctly, you would like to send additional notifications to subscribers related to an incident that has already been closed? If so, I believe your best option would be writing and publishing a postmortem with whatever information you wish to send to your subscribers, more details on the documentation below:
