If SMS gets disabled as a setting, what happens to any existing SMS subscribers? Are they notified in any way?

If you remove SMS messaging as an option, current subscribers will not be informed of the change. It's a setting managed by you/your organization - but not something that triggers any changes or messaging to the end-user.
