Blue question mark usually means untracked files and the minus icon means the file has been deleted.

Disclaimer -I have a mac version and never used the windows version of sourcetree.

Yeah, that's accurate. To be slightly more descriptive, the "-" means you've deleted files, but have not committed the deletions.
