Hi Daniil, reading your title looks like you're referring to JIRA features, but looking at your description it looks like you're referring to some older version of SourceTree. Can you clarify your question?
If you're referring to SourceTree, go to Preferences > General you will find a checkbox with the text "Allow force push". Check this to enable force push in SourceTree. Now when you push, there will be a "Force push" checkbox on the bottom left of the dialog that comes up. If you don't see that option, you'll need to update SourceTree to a later version.
If you were referring to JIRA, please make sure you post your question under the JIRA product so it's more likely to be answered.
