I raised a case with Atlassian on this and got this as a reply which fixed the issue for me.

"I've seen such errors in cases where the user.config file gets corrupted. If you open the file

C:\Users\<username>\AppData\Local\Atlassian\SourceTree.exe<random_string>\1.8.3.0\user.config

does it look ok or is it full of <NULL> values?

Can you try deleting this file and then start SourceTree again?"

I was able to open SourceTree 1.8.3 without any problems until today. Now I am getting this same error. Anybody know how to fix this issue?
