sourcetree private ignore

We have a project with a few sub items, each in a separate folder.

Can I set up a private ignore file to ignore changes to specific folders? 

This would need to work both ways, (1) to ignore changes that other users make (2) so I can delete selected folders from my local computer without affecting other users.

And using SourceTree, not command line..

Git can only ignore files that are not tracked by git. 

Thanks for a quick reply, I understand that, but I was hoping SourceTree could have a local ignore.
