I have the same problem as described here

The difference is that my sourcetree.log is empty. The suggested solution for that question fails with

The module "PenIMC_v0400.dll" was loaded but the entry-point DllRegisterServer was not found.
Make sure that "PenIMC_v0400.dll" is a valid DLL or OCX file and then try again.

Unfortunately, this link is for windows 8, and I have windows 10 so the suggested updates can't be applied.
