Windows 10, Sourcetree 2.3.5, does not start

I have the same problem as described here
https://community.atlassian.com/t5/Sourcetree-questions/Windows-10-sourcetree-2-3-5-does-not-start/qaq-p/661948
The difference is that my sourcetree.log is empty. The suggested solution for that question fails with

---------------------------
RegSvr32
---------------------------
The module "PenIMC_v0400.dll" was loaded but the entry-point DllRegisterServer was not found.

Make sure that "PenIMC_v0400.dll" is a valid DLL or OCX file and then try again.
---------------------------
OK
---------------------------

Any help appreciated
