Why does sourcetree download git the first time its run even if git is already installed?

Probably because SourceTree's default configuration is to use it's own embedded version, which isn't included in the SourceTree installer. You don't get a chance to tell SourceTree to look for and use a pre-installed version until after it's already set up the embedded one.
