Same issue. I can login to the site using IE 11 just fine, but the installation login just spins.

This looks like an issue with running IE 11 on Windows Server 2016. I installed SourceTree on Windows 10 and IE 11 without issue. For now I have a working secondary machine, but will still check to see whether I'm able to setup on Windows Server 2016 and IE 11.
