Sourcetree 2.4.8 won't open, can't reinstall

Trying to open Sourcetree on Windows 10 does nothing (no process in task manager). I tried uninstalling Sourcetree, deleting the Atlassian folder in Appdata, and reinstalling from the latest download, but the installer won't start. 

Adding the setting specified in this question did nothing to fix the problem.

Atlassian staff have posted in a number of support topics around this issue that it was fixed in 2.3.5, but I had this problem with the latest 2.4.8 version...

Anyone have any ideas on how to fix it?

Hi Robert! Can you check your logs and tell us if you find any errors? On Windows, the SourceTree log file is located at C:\Users\<username>\AppData\Local\Atlassian\SourceTree\sourcetree.log

The log file is empty.
