How do I get the Tree View to show?

Checking the "Enable Tree View" as a file listing option does not enable the Tree View in Version 1.8.2.11.  Closing and re-opening SourceTree did not help - I still only have the flat view option in the pull-downs on the File Status panel.

This feature was intentionally removed from SourceTree by Atlassian. See https://www.sourcetreeapp.com/update/WindowsReleaseNotes.html - Section: SourceTree 1.8.0.36401 - Enhancements

Or: https://answers.atlassian.com/questions/37058212

Indeed, you can find links to bug reports in the Bugs answer, which is the best place to track developments related to the Tree View.
