This seems to be provided by system plugin 

jira-importers-plugin

"A plugin (originally part of JIRA 4.2 and older) which provides capability to import to JIRA issues from 3rd party issue trackers: Bugzilla, FogBugz and Mantis."
Make sure that you have this one.

Go to: admin panel => plugins => your plugins. Then you have to select system plugins.

We don't have this menu. Maybe the reason that we have non-full version of JIRA?

Does it mean that into admin panel => system => import&export => from external system you do not have Bugzilla one?
