Cant login in installation step, Win 10

Used to read all stack overflow, but still cant login. After extraction of .exe file (admin mode), no matter of what login and password was in login panel, preloader get frozed. 

In all versions (!) and old ones. 

Thy message in confic was:

Can't login even in google account and so on. Thy login step just dont work!
