what role is required to watch an issue?
You don't need any specific role, but you do need to be able to see the issue you want to add yourself to.
So anyone with the ability to manage watchers should be able to add watcher that can see the issues? I have verified a user has the right role to manage watchers. I at the same role can add 1 or 4 users as watchers, but they can't. What role is required to "see" an issue in a project.
BTW, I love the permission helper, so verified the user can manage watchers.

Look at the permission scheme - that will tell you what roles (or other things) can "browse" the issues, and manage the watchers.
