npm install express not working

Hello,

I'm trying to setup IISNode in order to run a node.js application on my Windows Server 2016 machine. I'm following along in this video:

Everything works well until I get to the point where I have to install express in my root folder. Like in the video, I type:

npm install express

But the output I get is this:

npm install express not working.png

It seems to be looking for package.json. Why is it that in the video, he didn't have package.json and it worked fine for him? What would a package.json file need to contain?
