Is it possible to refuse to handover an ticket esp. from status "wait" to "work in progress" when the assignee in "work in progress" esp. more than 10 tickets assigned?
This is not directly possible with a custom condition. You can add a condition using Script Runner which runs a search before allowing the button to appear.
Remember this can slightly slow down issue load as everytime an issue is opened (which are in those statuses) the validators needs to be called.
