is it possible to split the permission for resolve and reopen an issue?

I want to give my customer the option to REOPEN an issue. But I only can give him this option simultaneously with the option RESOLVE.
And the customer should not resolve an issue.

Is there any option to do this?

You just have to put a condition on the workflow transition "RESOLVE" limiting it to whoever, whatever group/role you like...

Maybe you want to vote for it.

But the workaround Christian mentioned is working fine.
