is it possible to create tickets or issue with sending mail?

user will send mail, and issue will be automatically created by using the email.

For more advanced settings, perhaps you might want to use this JEMH (JIRA Enterprise Mail Handler) plugin which provide extensive feature on customization for mail handler in JIRA.
