Technically you can't download the backup from that site when the site is expired. However, in this case we were able to reach out to our Customer Advocates team to extend the evaluation of your Cloud site until Feb 17th.
During this time you will need to backup / export that data yourself while the site is active. Steps on how to do this for Jira Cloud can be found in Exporting Issues.
