Hi! Currently system date - 09:20:40 +0300 ( behind a hour from actual time).
Region - system default, time zone - gmt +03:00 Moscow.
How fix on actual time ?

Have you tried explicit specifying the -Duser.timezone in the JIRA startup option to use the Timezone code instead of specifying GMT+3 ? Detail at https://confluence.atlassian.com/display/JIRAKB/Setting+Timezone+in+JIRA
If still the same, are you using JIRA 4.4.5 and below ? If yes, I think you hit into bug that has been fixed in JIRA 5.0 :
