[help] need access right to create a new global space under "Dashboard"

We can't see that link, I'd guess it's inside your network. You'll need to talk to your administrators to get a space added.

here's link that dashboard I referred, and I'd like to create a new global space. I'm not administrator. So will administrator help to create a new one or need I apply for administrator rights to create by myself? Thanks.

There's not enough information to help you really. What dashboard? Which system(s) are you talking about? Are you an administrator?
