error Messag 503 when using remote api

I tried to use the remote API with the Confluence Command Line Interface Version 2.6.0.

Every time I try this I get an Error (503) Service Temporaly unavailble

when I try the following links

https://myname.atlassian.net/rpc/soap-axis/confluenceservice-v2?wsdl

or

https://myname.atlassian.net/rpc/soap-axis/confluenceservice-v1?wsdl

there's a message Were're down for maintenance

What is the mistake ? or is there a date when the maintenance ist ready ?

I tried again every week for two months.

It is probably caused by the remote api not being enabled.
