I depends in what context it is. Can you explain a little more?

If test is an issue type and you want to add labels you can configure the Screen Scheme to include the field Label on the View Screen.

If Susan is talking about a Zephyr Testcase, it will appear on the Create Screen and also in the Zephyr Testcase itself. If it isn't in either of these two locations, then the create screen and edit screen aren't showing it for the issue type of Test. Thus the JIRA admin could add the field to the screens.
