When doing crucible code review, it would be nice to be able to attach an HTML file (such as a report) that is not treated as code to be reviewed but as a document with information pertinent to the review

You can always attach additional files to the review, but I guess the best way is to use the Objectives section in the Review that is specifically meant for this purpose and it supports Wiki formatting which is great.
