What's the difference between creating a "Confluence theme" and a "Stylesheet" theme?

I belive the 2nd link (stylesheet) was the older approach, and limited you to a css file that altered the layout.

The first link should be used, and allows for richer integration and customization. Also the first method results in a full-blown plugin so you can add any configuration or extras (macros, etc).
