It means "a program that runs a terminal emulator so you can type commands in, rather than click on stuff in a gui".
A slightly better phrase would be "command line".

The built-in one is called terminal, and a lot of Atlassian's use Macs. (I'm a Linux user mostly, but even there, the language is things like xTerm, Term, Terminal, iterm, terminator etc)

I'm sorry for your pain . Hopefully "command line" helped lead you to start -> run -> cmd
