My Administration-> Project Categories page has the table below. Notice that the Projects column is empty. When I go to a greenhopper card for a particular project, and then edit an issue, I see:

This confuses me because I thought "project categories" were components. What am I missing?

A Project Category does *not* equal a components. I will be deleting these project categories. To add a category, I clicked on "Administer Project", then PROJ (JIRA) (Configure), then Components Add.

No, project category is not a component. It is a "project field" (to be clear, it's not a normal "field" that we often talk about here - the normal use of the word "field" in Jira means "issue field" only). The category has nothing to do with issues directly (like components do), the only relationship is logical - issue X belongs to project Y which is in category Z.
