You can use the JIRA API to extract this information and port it to Workday. It would have to be a scheduled job or you could add a DB trigger that would fire off the service call and run the job. The time tracking by default in JIRA is very basic. For a more robust solution you should look at Tempo Timesheets. The also have a very robust API for extracting logged work.
