HipChat Video uses the Temasys WebRTC plugin for all Internet Explorer browsers to add missing support for video and audio chat. If you have installed this plugin and STILL continue to be prompted to install, then you may need to restart IE, or even windows. Then contact Temasys if the problem continues.
