e.g. <user_name> cannot use @ mentions, but almost everyone else can. <other_user_name> said that it didn't work for her at first, but now it is.
<user_name> tested in FF14, IE9 and recent Chrome. I watched her, and it didn't work.
* She can manually use the ~user mention, but the using @user doesn't resolve to the correct macro or give her the flyover menu
Is there a permission that needs to be applied to have mentions work?
If this is JIRA OnDemand, you might want to check if this particular user has the global permission 'Browse Users'.
