Send List Email of Users will receive Email notification when an issue event is happen?

hi Jira support.

I configure a email notification with "Issue created Event":

Created Event(System):

Current Assignee (Delete) [ex: email1@neo.com.vn]
Reporter (Delete) [ex: User2 - email2@neo.com.vn]
Project Role (jira_developer) (Delete) [ex: email3@neo.com.vn,email4@neo.com.vn]
User Custom Field Value (CC Email) (Delete) [ex: email5@neo.com.vn]

So, When "User2" has email "email2@neo.com.vn" creates an issue.

Have some Email with "TO" = email1@neo.com.vn, email2@neo.com.vn, email3@neo.com.vn, email4@neo.com.vn, email5@neo.com.vn

Sent to All Users relate( include: email1@neo.com.vn, email2@neo.com.vn, email3@neo.com.vn, email4@neo.com.vn, email5@neo.com.vn)

I want to make all receivers' email addresses appear in TO:[receivers' email]...

How to do that?

JIRA does not broadcast everyones email addresses in notifications, each NotificationRecipient is individually notified, to preserve privacy of those users.

What is the need for having all recipients included within a single email?
