I faced similar issue. I tried resetting failed login count.It worked well for me until few days back. I don't know what went wrong. It doesn't reset to zero and remains same. Can anyone help me sorting out the issue?
We use Crowd for Delegated authentication.

If you are using Crowd as Authentication, you can clear the login count in users properties in crowd.
Login Crowd as Admin, Then goto the particular User detail-> Attribute ->invalidPasswordAttempts ( set to zero)
