Project Roles - Basic Setup

First time user/administrator of JIRA and I have a basic project role questions. I have the following Project Roles setup:

1. Administrators
2. Developers
3. Quality Assurance
4. Users

I have created the following groups:

1. Engineering --> assigned to Project Role: Developers
2. QA --> assigned to Project Role: Quality Assurance

I have associated appropriate users with each group.

It seems that with this setup a user doesn't see a project unless their group (or individual) is also added to the Project Role: Users.

I had assumed that being in any group would imply they have access to the project.

Is this correct or have I made a mistake in setup.

Just users with the "Browse Project" Permission can see the project. It seems the roles "Developers" and "Quality Assurance" don't have this permission but "Users" have?!
