The monthly invoice is emailed to the billing and technical contact for the subscription each time the renewal payment is processed (it can also be accessed via the Orders page - https://my.atlassian.com/billing/paidorders of the account for the license contacts).
If you are not sure who the contact is or you need an Annual quote/invoice before making payment then you can request one from the Customer Advocates team at https://www.atlassian.com/company/contact.
