Matching users for Greenhopper and Jira

Currently we are using a Jira and a Greenhopper license for 25 users each. Now we are thinking about expanding our Jira license to 50, but we don't need that much Greenhopper users because it is used only in some of our projects.

From reading the documentation I got the impression that the user count has to match - is that correct? Or can we somehow select which users are Greenhopper-enabled to stick to the lower license limit?
