Jira Usage & Process Workflow

We have a business need for certain workflow process improvements. Does Jira or any plug-in support the following?

Also some are custom field requirements

Item 1) allows more than one person to sign-off, not workflow managed. (Group Sign-off)

Item 2) allows one person to sign-off but requires a pw and is required when changing Jira status. ( FDA Compliance eSignature auditing)

Item 3) Action items – Record, status and track actions item

Item 4) Change Management – Record, status and track change management items

3) and 4) is not yet quite clear to me. Could you elaborate a bit on that?

As far as Action Items issue : We are looking at Subtasks & Links issues accomplish this. That seems like it should be in the Status field of the issue. Action items should also have issues filed for them

As far as Change Management issue: The ALL tab in the issue should have info we need.
