JIRA System Administrator

Hello,

We are trying to install a plug-in to our JIRA application, however, it seems that nobody in our group has the JIRA System Admin permissions. I looked in our global permissions, and I don't see this as an option. How do we assign one of our users to this role so that we can add plug-ins as needed?
