JIRA OnDemand organization Invited a new user yesterday, user was told that we did not have enough licenses, purchased additional licenses but user was still unable to login. Resent user's invite, still unable to login after ~24hours.

The error message provided was: "We can't sign you up at the moment, as the user limit has been reached. For further assistance, please contact your JIRA administrators." Invited user's email was: rubencamargogomez@hotmail.com User is a freelancer (we use many), perhaps the issue is related to users who have been de-activated still counting against our licensing count?
