As I see, there is no other protocol then pop and imap to get mail from servers. But what if you have Exchange and that it's politically illegal to open these port? Is it possible to add a kind of Exchange protocol?
No. POP and IMAP are open protocols.
Exchange uses MAPI which is proprietary, closed source and requires licensing. It'll cost you to implement it (and we've found that it's not very good and moved to IMAPS on the servers I look after because it's, well, better).
By far your best bet is to point out that your politicians are wrong and pointlessly trying to force you to waste money.
There is one other option - email from files - if you can get something to create text files on your Jira server from emails, then you can import those. It bypasses MAPI of course, but it might be possible.
Exchange also support POP and IMAP, but it make use of proprietary protocols to work with other Microsoft products (such as Outlook). Those protocols and APIs are compatible only with Microsoft software. Thus is not possible to make it work directly with JIRA, only by using its POP/IMAP functionalities.
