In JIRA can I get a filtered report showing all the possible fields available for all the possible filters?

I have been downloading to Excel (All Fields) of specific saved filters but would like to create a filter that will return all the possible fields available for all the possible filters, is this possible, and if so how would I do this.

Are the fields all global (not confined to particular issue types/projects)? Would the combined results of these filters possibly exceed the 1000 issue limit for displaying results (or, if you've modified the max # for your instance, whatever number that is)?
